MINUTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY THE 22ND APRIL 2008 AT THE BLACK NOTLEY COMMUNITY ASSOCIATION HALL AFTER THE ANNUAL ASSEMBLY AT 8.45 PM.

820/08 MINUTES OF THE LAST MEETING THE 25TH MARCH 2008. Proposed - Cllr Wood Seconded - Cllr Adams Vote – Unanimous
821/08 MATTERS ARISING FROM THE MINUTES OF THE MEETING ON THE 25TH MARCH 2008. 818/08 Cllr Adam’s reported that the grant application made to the Rural Community Council of Essex for the Parish Plan had been turned down.
822/08 PLANNING. 08/00499/FUL Erection of two storey side extension and single storey rear extension. Millview, 5 Brain Valley Avenue, Black Notley, CM77 8LS. No objection to this application. Whilst the Parish Council realise these are not planning matters it does have concerns over the shared access and possible structural impact on the neighbouring property. 08/00603/FUL Erection of single storey rear extension. 14 Mary Ruck Way, Black Notley, CM77 8RA. No objection. 08/00668/FUL Proposed loft conversion with two dormers to front and one to rear. 39 Constable Way, Black Notley, CM77 8FE. No objection. 08/00576/FUL Erection of new dwelling and garage. 283 London Road, Black Notley, CM77 8QQ. No objection to this application. However the Council would like to suggest that the concrete pantiles are a darker contrasting colour to match the red brick of the house tiles. 08/00607/FUL Erection of single storey rear extension with glass roof. Rufflets, 118 Mary Ruck Way, Black Notley, CM77 8FU. No objection. 08/00711/FUL Enlargement of roof dormers on front and rear roof slopes – revision to planning approval 07/01753/FUL. Land adjacent 206 Witham Road, Black Notley, CM77 8NH. No objection. Stansted Generation 2 Planning Application – Second Runway at Stansted on Course for 2015. Cllr Smith and Cousins took this document away to read and bring back comments. East of England Regional Assembly – Planning for Gypsy and Travellers Accommodation in the East of England comments to come back to this months meeting, no comments to be made on this document. Cllr Cousins confirmed that the planning representatives had met for Mr M Foy from the Reindeer to discuss possible ideas for an outside area for the pub. He will go back to him on the suggestion of an area / corridor at the rear of the pub.

The Actual to Budget accounts sheet had been circulated and discussed at the Annual Parish Assembly meeting before the Parish Council meeting. The information was noted.
824/08 AN EMAIL REQUEST RECEIVED FROM THE BLACK NOTLEY COMMUNITY ASSOCATION WHO ARE APPLYING FOR A COMMUNITY INITIATIVE FUND GRANT, ARE ASKING THE COUNCIL TO MATCH FUNDING IT. It was agreed to support the application and make a grant of £500. However, the Clerk was asked to remind the Community Association that in September of every year the Parish Council writes to all the organisations in the village asking them if they require funding for any particular projects in which the Council might be able to assist. It should be suggested when the Council contacts them again this year for funding, that they should consider applying again. Proposed - Cllr Wood Seconded - Cllr Cousins Vote – Unanimous That the Parish Council supports the application, then it was agreed by Councillor Robertson to offer £500.00. Proposed - Cllr Robertson Seconded - Cllr Adams Vote – Unanimous
825/08 LETTER RECEIVED FROM ESSEX COUNTY COUNCIL DATED THE 22ND FEBRUARY 2008, REGARDING DAMAGE TO VERGES AND THE NOTLEY GOLF COURSE DEVELOPMENT – CLLR SMITH It was agreed to write to ECC asking them to re-instate the areas of grass verge which have been damaged by the large lorries. Particularly bad patches are outside John Ray Cottage, The Friaries, and the field gate entrance to Badgers along Bakers Lane and both sides of the existing Golf Course entrance. When the development is finished we would like these areas of grass verge completed. We would also like to see the whole road surface replaced from the hospital site roundabout to Stanton’s Farm, Witham Road. The Clerk to write to ECC. 826/08 CORRESPONDENCE - Training course information received from the EALC on Risk Management, Planning for the future of your village, Chairman’s Day 2. If anyone is interested in any of these courses please can they let the Clerk know. - The EALC affiliation fees are now due - £306.75. It was agreed to re-new this Proposed - Cllr Wood Seconded - Cllr Martin Vote – Unanimous - The Essex Playing Field Association sent details of the Best Kept Playing Field Competition. It was agreed to enter again this year the cost is £10.00. Proposed - Cllr Wood Seconded - Cllr Martin Vote – Unanimous - BDC sent details of the Braintree Local Committee Grants 2008/9 presentation evenings. Councillor Wood said she would like to attend this event. 827/08 PLAYING FIELD UPDATE – A) REQUEST RECEIVED FROM A RESIDENT TO USE THE PLAYING FIELD IN JULY FOR THE CHURCH FETE. It was agreed that the church fete could be held on the playing field but the Council would like to see a copy of the Public Liability Insurance document.
828/08 BRAINTREE DISTRICT COUNCILS – GREEN SPACES STRATEGY TO DECIDE HOW CONSULTATION TO BE DEALT WITH. This document to be circulated and comments back to the Clerk by the 28th May 2008.
829/08 DRAFT JOINT MUNICIPAL WASTE MANAGEMENT STRATEGY FOR ESSEX WEBSITE - WWW.ESSEX.GOV.UK/WASTECONSULTATION Comments on this document to be back with the Clerk by the 2nd May as the 5th May is a bank holiday.
