BLACK NOTLEY PARISH COUNCIL

 

MINUTES OF THE PARISH COUNCIL MEETING HELD ON TUESDAY THE 25TH MARCH 2008 AT THE BLACK NOTLEY COMMUNITY ASSOCIATION HALL AT

7.30 PM.

 

IN THE CHAIR:  CLLR  ANN WOOD

THE MEETING OPENED AT 7.30 PM

 

PUBLIC QUESTION TIME 1 member of the public present PCSO Doubleday apologised for her lateness, arrived at 7.50pm along with Councillor J Walton, The meeting was closed at 8.02pm she gave a brief report on the issues happening in the village, one main concern was a tree which had been set fire too along the boundary on Hadfield Drive, the Clerk to write to the Police and confirm that the Council  fully support the PCSO in taking action against criminal damaged caused to trees.  The Clerk to write to Sergeant N McIntosch.  The meeting was re-opened at 8.10pm.

809/08  MATTERS ARISING FROM THE MINUTES OF THE MEETING ON THE

26TH FEBRUARY 2008.

798/08  Reply from BDC regarding the open space near Denton Crescent confirming that it does belong to house number 31.

801/08  The Clerk confirmed that she had written to the Village Hall Committee asking if the car park could be used to stand the refuse lorry in, Cllr Martin confirmed that June would not be available, it was agreed that the Clerk write to the Reindeer instead.

 

810/08  PLANNING.

08/00330/FUL  W Martin & Son Slaughterhouse, Row Green, Bakers Lane, Black Notley, Braintree, CM77 8QR - To provide a building as a cover, over the existing open yard of a slaughter house. Cllr Martin declared a personal interest.   No objection to this application but would like to suggest that the following conditions are imposed :-

1.      A public footpath crosses the site – shown on the definitive map as passing where the proposed building is to be erected.

This footpath is unnecessary across this site so should be re-directed by about 30m onto the existing farm path.

2.      When this building is erected it will enclose the existing incinerators. 

We would like improvements to the filtration system on the chimneys as there have been complaints about the roast meat smells over a considerable area.  This would be a good opportunity to improve this operation.

3.      Any lighting should be low key to avoid light in the open countryside.

4.      Hedge and tree screening would finish the look of the area and screen the new building and business.

5.      This property is not on main drains as stated on the application.

 

08/00396/FUL 51 Constable Way, Black Notley, Braintree, CM77 8FE – Proposed roof dormers.  This item was discussed before Cllr Walton had arrived at the meeting, no objection to this application, all the Councillors decided not to declare an interest..

08/00484/FUL  73 Brain Valley Avenue, Black Notley, Braintree, CM77 8LT – Erection of extension.  , no objection to this application.

08/00447/TPO 227 London Road, Black Notley, Braintree, CM77 8QQ – TPO.  Objection to this application.

LETTER RECEIVED FROM Essex County Council – regarding 1APP and local validation checklist comments by 27TH March.

 The Clerk to email and ask the same questions as the BDC paper which is Heading of List of Local requirements:-
1.    SUSTAINABLE  DESIGN & CONSTRUCTION
- EXCEPTIONS
b) Material change of use
c) householder applications
Is it not as important that any applications involving either change of use or a householder application for building or an extensions conform to the above.

2.    STRUCTURAL SURVEY
It says that a structural survey is required to support "substantial demolition" Can that be defined please as in the village we would consider the demolition of an existing house to be substantial and have impact whereas in Braintree demolition of a house probably would not be.

06/01736/FUL  Little Springs, 135 Witham Road, demolition of existing bungalow and erection of four dwellings.  Just to advise the Council that the appeal was won, which was great news.

812/08  2 LETTERS RECEIVED REGARDING STANSTED AIRPORT 1) FROM STOP STANSTED EXPANSION GROUP -  REGARDING A PRESENTATION.

It was agreed to go ahead and arrange a 15 minute maximum presentation.

 

2)     BAA STANSTED - REGARDING WEST ANGLIA MAIN LINE RAIL ENHANCEMENTS.

This information had been circuated and noted.

 

813/08  LETTER RECEIVED BACK FROM ESSEX COUNTY COUNCIL REGARDING THE SPEED INDICATOR DEVICE PROPOSED LOCATIONS

The locations and maps had been discussed in detail, 5 suggestions had been made a

couple of alternative locations had been re-viewed.  One location that had to be

re-sited was outside of the Old School House along Witham Road, we will write and

make an alternative  suggestion of near the junction of Buck Hill instead, to  catch traffic

from both ways if possible.


 
 

 

814/08  CORRESPONDENCE

-     Essex Association of Local Council’s sent details of 3 training courses, Law & Procedures, Minutes and Agenda writing, Employment issues.  The Clerk asked if she could attend the Employment Issues Course on the 30th April at a cost of £52.00.

-     Letter received and circulated from Essex Police regarding a recent speed survey carried out.


 
 

 
 

 

815/08  PLAYING FIELD UPDATE.

No items of concern to be reported this month.


 

 

816/08 UPDATE ON SUGGESTION’S FOR NAMES FOR THE PIECE OF LAND AT       COKERS CLOSE .

Cllr Wood reported she had looked at the names on the tithe map and found Pot Ash
Meadow, no trace of a macey’s peace, Cllr Robertson suggested Cousins Corner as a

name for the land, due to all the hard work put into this meadow by Cllr Cousins

Unfortunately a person whom is still alive can’t have something named after them. 

 

817/08 NEWSLETTER – CLLR ADAMS.

Cllr Adams reported the next issue is in May, any articles please forward to her, the Chairman informed her that we must put in a copy of the year end accounts and a copy of the Chairman’s report which will be produced next month for the Annual Assembly.

Cllr Cousins to write an article on what is happening with the Millennium Green and an update on the land at Cokers Close.  Cllr Adams was thanked for all her hard work in producing the newsletter’s.

 

818/08 PARISH PLAN – CLLR’S HUNT AND ADAMS.

Cllr Adams reported back from the groups recent meeting last week which 16

people in total attended.  The Clerk was asked if she could keep a record of income and

expenditure of the groups money, she agreed that would not be a problem.

Cllr Adams and Hunt were thanked for their hard work in leading this group and organising the questionnaire.

 

819/08 DATE OF THE NEXT MEETING TUESDAY 22ND APRIL 2008 – THE ANNUAL ASSEMBLY.
